It appears that the petitioner applied for new connection and submitted a form with relevant documents. A physical inspection was initially made by the West Bengal State Electricity Distribution Company Limited. It was found that a 8 meter high PCC pole would be required for such connection. Parimal Bhanja and Swapan Bhanja objected to such connection. The petitioner once again filed an application along with a recommendation from the gram panchayat. An objection was received from Parimal Bhanja and Swapan Bhanja. Quotation was issued. Work order was also issued. During the execution 0f the work, again resistance was faced from the Bhanjas. Accordingly, the petitioner was informed by the authority that a way leave permission would be necessary.

As per the order dated August 13, 2024, passed by this Court, a joint inspection was held at the site. The order was also served upon the police authorities. The inspection was held on August 29, 2024 at 12 noon. The petitioner was

not present at the site and his house was locked. The petitioner served a letter that he was not available due to medical treatment. It appears that later, the petitioner informed the Assistant Engineer and Station Manager, Digha Customer Care Centre, that he was no more interested to take the connection.

Under such circumstances, the writ petition is dismissed for default.

The report of the WBSEDCL, is taken on record. Parties are directed to act on the basis of the server copy of this order.
