Learned counsel appearing for the West Bengal State Electricity Distribution Company Limited (WBSEDCL) submits that, following the petitioner's application, an inspection was conducted. The petitioner has also paid the amount as quoted by WBSEDCL. However, it is submitted that due to obstruction by Respondent Nos. 6 and 7, the petitioner's electricity connection could not be effected. Respondent Nos. 6 and 7 contend that, if the connection is granted, the electricity wires would be routed through their property.

Learned counsel appearing for the petitioner disputes this contention by referring to a report filed by the concerned Revenue Inspector, annexed at page 26 of the

writ petition, which indicates that the electricity cables are proposed to be run through a passage vested in the State. This position is also supported by learned counsel for WBSEDCL.

In view of the foregoing, the writ petition is disposed of with a direction to WBSEDCL to effect the electricity connection in favor of the petitioner within three weeks from the date of this order, subject to the petitioner's compliance with all requisite formalities.

The Officer-in-Charge of Udaynarayanpur Police Station shall extend necessary assistance to the officials of WBSEDCL for the implementation of this order. The cost of such police assistance shall be borne by the petitioner. Furthermore, the police are authorized to break open the padlock of the meter room, if required, for the purpose of effecting the connection.

Accordingly, WPA 15279 of 2025 stands disposed of. Urgent certified website copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
