The petitioner alleges that although he was selected as a Data Entry Operator in Bangla Sahayata Kendra for the district of Purulia, on the basis of a selection process conducted by WEBEL Technology Limited, no intimation with regard to his joining date has yet been received. It is stated that the said selection process took place sometime in 2021 and a list has been published by WEBEL Technology Limited. The list had been annexed to the writ petition at Pages-29 and 30. It appears that the name of the petitioner appears at serial no.15 and the proposed place of joining was Netaji Library Gourangadihi.

The petitioner prays before the Court that necessary directions be issued for issuance of the appointment letter to the petitioner, on the basis of the provisional selection list published by WEBEL Technology Limited.

This Court is not in a position to assess the correctness of the statements made. Although a provisional list was published by WEBEL Technology Limited, whether the said

list was ultimately approved or finalized, is not available. The petitioner had already approached the Administrative Officer of WEBEL Technology Limited, to ascertain whether any information had been given to the selected candidates. It is alleged that no information has yet been received. Under such circumstances, the writ petition is disposed of with a direction upon the District Magistrate, Purulia to treat the writ petition as a representation and dispose of the same in accordance with law. The authority shall enquire into the matter on the basis of the facts narrated by the petitioner. Information from the WEBEL Technology Limited and from any other authority involved in the selection process, shall be obtained.

Thereafter, upon assessment of the records and the information supplied to the District Magistrate, necessary decision shall be taken and communicated to the petitioner. If it is found that the petitioner was selected and was finally found to be eligible, necessary instructions shall be issued with regard to the joining date. If it is found that the contentions of the petitioner are not correct and the provisional list was either not approved or found to be incorrect, such reason shall be disclosed by an order. A reasoned order shall be passed in either case. The entire exercise shall be completed within a period of three months from the date of service of the copy of the writ petition along with a server copy of this order upon the District Magistrate, Purulia.

Accordingly, the writ petition is disposed of. However, there will be no order as to costs.

All the parties are directed to act on the basis of the server copy of this order.
