1. Affidavit of service filed by the petitioner is taken on record.
2. Mr. Debajyoti Deb, learned advocate for the petitioner and Mr. Akash Dutta, learned advocate for the State are present.
3. With the consent of the parties, the matter has been heard finally.
4. During the course of hearing, learned advocates for the parties reached to consensus and agreed that this PIL may be disposed of by directing the respondent no.2 to consider the complaints of the petitioner dated 23.05.2025 Annexure P/2 and Annexure P/3 dated 17.06.2025 and take a decision in accordance with law and if necessary, the District Magistrate, South 24 Parganas (respondent no.2) may also hear the respondent no.7 before taking a decision.
5. In view of consensus arrived at, this petition is disposed of directing the petitioner to resubmit his complaints dated 23.05.2025 and 17.06.2025
along with the copy of this order before the said District Magistrate. The District Magistrate, South 24 Parganas shall consider and take a decision, in accordance with law. During the decision making process, if necessary, the concerned Pradhan should also be heard by the District Magistrate. It will be open for the respondent no.7 to take all possible objections in the said proceedings.
6. Needless to mention that if such authority finds any irregularity/illegality, it will be open to him to take appropriate steps thereupo0n.
7. With the aforesaid and without expressing any opinion on the merits of the case, this PIL is disposed of.
8. Urgent Photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all necessary formalities.
