While doing so, one representative of the petitioners shall be heard. The petitioners may also be represented by their learned advocate.

The only issue to be decided would be, whether the notification dated October 16, 2020 could be applied in case of the petitioners or not. This Court has not gone into the merits of the claims of the petitioners and directs the concerned authority to dispose of the entire issue independently and in accordance with law.

A reasoned order shall be passed and communicated to all.

The entire exercise shall be completed within a period of twelve weeks from the date of communication of this order.

This writ petition is disposed of.

There will be, however, no order as to costs. All parties are to act on the basis of the server copy of this order.
