We have looked into the pleadings in the writ petition and the materials produced before us. The petitioner has not chosen to join the hearing either in the physical form or on the virtual platform.

Be that as it may, the substance of the complaint is that the expenditure shown to have been incurred for the purpose of certain works are, in the view of the petitioner, so exorbitant, that it is nothing but siphoning off public funds. We have looked into the representations which are also before the District Magistrate, Tamluk, Purba Medinipur. References are made by the petitioner to certain funds generated through the MGNREGS 13th Finance Commission, 14 Finance Commission and 4th S.F.C. etc. In the fitness of things, we are of the view that without expressing our opinion in the matter, we should leave it to the District Magistrate to consider any grievance that the petitioner may have. This will enable requisite look by the District Magistrate, Tamluk, Purba Medinipur, being the respondent no. 2, who will be the appropriate authority to

deal with it. Hence, the writ petition is ordered without entering into the merits directing the respondent no. 2 to look into any representation or complaint of the petitioner and proceed with such action, if any, as may be found due at that end.

Let the consideration by the District Magistrate be done appropriately within a period of four months from the date of receipt of a copy of this order.

The petitioner is authorized to place a copy of this order along with a copy of the writ petition before the respondent no. 2, the District Magistrate, Tamluk, Purba Medinipur.

The writ petition is accordingly disposed of. Urgent certified photocopy of this order, if applied for, be supplied to the parties upon compliance of necessary formalities.
