The writ petitioner seeks reopening of a decision in the 12th RLST conducted by the School Service Commission for the post of Geography Assistant Teacher in OBC - "A" category. The examination was held in the year 2012. The petitioner made a representation on 31st October, 2013, which has not been considered. The writ petition was filed in the year 2018.

This Court sees that the cause of action, if all, of the petitioner is hopelessly barred by the principles of delay and laches.

In view of the above, the instant writ petition must fail and is hereby dismissed.

There will be no order as to costs.
