31. 07. 2023 BP Sl. 618 Court No. 17 The Court on its own motion WPA 16225 of 2022 Re: Charkhayramari Primary School, Jirat Mr. Kallol Mondal ..for the Pradhan Mr. Biswabrata Basu Mallick Mr. Biman Halder ..for DPSC, Hooghly Mr. Sudipta Dasgupta Mr. Bikram Banerjee .....Special Officer One report on behalf of the Hooghly District Primary School Council has filed wherefrom it appears that the teaching learning process and mid day meal of Charkhairamari, G.S.F.P. school has been started in the newly built up permanent school building with effect from 24.07.2023.
This court directed shifting of the school from one dangerously situated school building at the river bank of the river Hooghly. Thereafter the local Panchayat and the District Primary School Council made effort for arranging a safe and separate plot of land for shifting the school in the new building to be constructed in the said plot. Now the construction of the new school building is complete.
This court expresses happiness with the prompt action on the part of the Chairman of the District Primary School Council, Hooghly, who appeared personally before this court on several occasions and assured this court that the concerned job will be done within time and it is found that this has been done promptly. Before that the District Primary School Council with the help of the local Panchayat constructed a makeshift construction temporarily for running the school which was also nice as appears from the photographs submitted before this court. Today also a photograph has been filed wherefrom it appears that the students are taught in the new class room having electricity connection and ceiling fan and one photograph of outward portion of the new building has also been filed.
In this matter the Special Officers were appointed, who are present today before this court. In their report they pointed out about a student's skin disease which is being taken care of by the Chairperson of the Hooghly District Primary School Council personally and she is giving yeoman service in this regard. This court highly appreciates this role of the Chairman, DPSC, Hooghly.
However I would expect the student's good health and the recovery from the very serious skin disease. If necessary the Chairman of the District Primary School Council, Hooghly or any other officer on her behalf may draw attention of this court as to the treatment of the said student namely, Roni Majumdar.
The Chairman of the Hooghly District Primary School Council has submitted before this court that the student's treatment can also be taken care of by the Chairman of West Bengal Health Recruitment Board Dr. Sudipto Roy and I would request Dr. Roy to look after the matter with sympathy so that the student can come out of the said disease of serious nature.
The Registrar General of this court is directed to communicate this order to the Chairman of the West Bengal Health Recruitment Board immediately. The Special Officers appointed by this court Mr. Bikram Banerjee and Mr. Sudipta Dasgupta are released from the matter as Special Officers. They acted without any remuneration.
The report of the Howrah District Primary School Council as reported by the Sub-Inspector of Schools, Balagarh Circle and the Sub-Inspector's report along with the coloured photographs and one
prescription of the doctor, who is treating the said student with skin disease are kept on record. With the above observation and direction, this writ application is disposed of.
