C. T. E. approved institutions and for appointment as primary teachers. The policy of the State and also the law is that a candidate must obtain qualification of training from an institute recognized by N. C. T. E.

I completely fail to understand how such a peculiar prayer can be made before this court against a law. No Mandamus can be issued against a law. Therefore, I direct the petitioner to pay a cost of Rs.5,000/- to be paid to the High Court Legal Services Committee within a period of ten days from date. If the cost is not paid, steps will be taken up for recovering the cost in accordance with law.
