The petitioner alleges that the respondent Nos.12 to 15 had started raising construction on L.R. Plot Nos.245/621 in Mouza-Jafferpur, without any conversion and without any sanction from the Ghorarash Kulingram Gram Panchayat.

It is further contended that a partition suit is pending and there is an order of status quo. The construction was made also in violation of the order of status quo.

The records do not reveal that the petitioner had ever approached the authorities with any such allegation.

Under such circumstances, no order can be passed in the writ petition.

The petitioner is granted liberty to approach the competent authority/authorities with her allegations, in accordance with law. If such

approach is made, the competent authority will consider the complaint and take steps. All the interested parties shall be heard. An inspection shall precede the hearing. Parties shall be allowed to participate in such inspection. A reasoned order shall be passed and communicated. Thereafter steps shall be taken in accordance with law.

The entire exercise shall be completed within a period of eight weeks from the date of receipt of the petitioner's complaint.

Accordingly, the writ petition is disposed of. However, there will be no order as to costs.

All the parties are directed to act on the basis of server copy of this order.
