1. Learned counsel for the petitioner argues that the petitioner seeks to operate a submersible pump and requires electricity connection, for which an application was made.

2. Learned counsel for the WBSEDCL, however, places reliance on Annexure P/2 at page-10 of the writ petition which is a communication made by the WBSEDCL to the petitioner pleading that Techno Economically, the connection sought by the petitioner is not feasible, for which the connection could not be given to the petitioner.

3. Since the dispute herein pertains to the question as to whether it would actually be possible to give connection to the petitioner, taking into contemplation the Techno Economic aspect of the matter and whether a new sub-station is required

to be installed, the petitioner's appropriate remedy lies before the concerned Grievance Redressal Officer (GRO).

4. Accordingly, WPA No. 15996 of 2023 is disposed of by granting liberty to the petitioner to approach the concerned GRO for the reliefs as sought herein. If so approached, the GRO shall decide all issues in accordance with law as expeditiously as possible, positively within ten weeks from the date of communication of this order to the GRO.

5. There will be no order as to costs.

6. Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
