From the report filed by the Council, it appears that the petitioner did not appear in the written test and, accordingly, she was not called in the interview. The petitioner asserts that she appeared in both the examinations, but there is nothing on record to suggest the presence of the petitioner either in the written test or in the interview.

In the absence of documents supporting the presence of the petitioner in the written test and interview, the Court is not in a position to accept such submission made on behalf of the petitioner.

A candidate who has not appeared in the examination cannot be issued any letter of appointment.

The writ petition, accordingly, fails and is hereby dismissed.
