The petitioner's application for grant of retail restaurant cum bar dated November 30, 2023 (Annexure P4, p.16) is pending consideration for a considerable period of time.

None represents the respondents. Affidavit of service is on record.

In the absence of the respondents, the court is not aware with regard to the reasons for nondisposal of the petitioner's application. 4.

In view of the above, the instant writ petition is disposed of by directing the third respondent - the Controller of Excise North 24 Parganas - to consider and dispose of the petitioner's application strictly in accordance with law at the earliest but positively within a period of twelve weeks from the date of communication of this order. A reasoned order shall be passed and communicated to the petitioner immediately thereafter.

If the prayer of the petitioner is allowed, then necessary consequential steps shall be taken at the earliest.
