North 24 Parganas (Barasat) whether there is any vacancy nearer to the residence of the petitioner. But, it does not appear from the writ application that the said District Inspector gave any reply thereto. Now, the petitioner has come up with the case that one school namely in Paragraph 3 of the writ application has a vacancy which is suitable for him and that vacancy is to be earmarked for the petitioner so that he can be recommended there.

This Court is wholly against such practice of naming school for his appointment as because presently Utsasree portal has been in vogue for transfer of teachers.

This letter dated 15.01.2020 at Page 15 of the writ application (Annexure-P/3) does not create any right in favour of the petitioner for getting transfer to the named school by the petitioner. The petitioner has every liberty to take advantage of Utsasree portal as this letter does not create any right. After coming into force of this Utsasree portal, such letters written by the School Service Commission cannot be given effect to as these are of no effect. Now, the regime has been changed and it is Utsasree portal which is to be followed for transfer.

Hence, I dismiss the writ application.

The petitioner has every liberty to file transfer application through Utsasree portal. If any such application is filed, the authority will process it without any delay.
