The grievance of the petitioner is that the petitioner, who is an agriculturist, sought for a new electric connection for installing a submersible pump, which is absolutely necessary and exigent due to the ongoing harvesting season.

Learned counsel appearing for the petitioner contends that although the petitioner had applied duly for such new connection, the technical requirements necessary for giving such connection and installation of a transformer for that purpose were not satisfied by the petitioner.

In the meantime, the distribution company has explained the technical requirements which are to be complied with by the petitioner.

Learned counsel for the petitioner is agreeable, as per instruction received from his client, to the petitioner

complying with such formalities as required within a fortnight from date.

It is further submitted that the connection may be given expeditiously due to the extreme urgency involved, as the harvesting season is still on and the petitioner depends on agriculture for his livelihood.

Learned counsel for the distribution company, in his usual fairness, submits that in the event of such formalities being complied with by the petitioner, there cannot be any impediment to grant of the new electric connection to the petitioner and installation of requisite transformer for the said purpose.

However, it is submitted that at least four weeks to six weeks are necessary for the purpose of carrying out the entire project.

In view of the above observations, WPA 17847 of 2021 is disposed of by directing the petitioner to take immediate steps to comply with all technical formalities as required under law for the purpose of installing a transformer and giving a new electric connection for the purpose of operating a submersible pump by the petitioner, within a fortnight from date.

Subject to compliance of such technical formalities, the respondent authorities shall ensure that all formalities, including the installation of a transformer and supply of electric connection to the petitioner are completed within four weeks from the date of completion of the requisite formalities by the petitioner.

It is further clarified that, upon having complied with the formalities, the petitioner shall intimate the respondent authorities regarding such compliance immediately for the purpose of due implementation of this order.

The parties shall act on the written communication of the learned Advocates appearing for the parties, accompanied by server copies of this order, without insisting upon prior production of a certified copy. There will be no order as to costs.

Urgent photostat copies of this order, if applied for, be given to the parties upon compliance of all requisite formalities.
