Neither the petitioner nor the landlord is aware of the identity of the premises in respect of which the connection is being sought. The respondent Nos.5 and 6 have raised objection on the ground that the CESC authorities were attempting to cause an inspection of their portion.

Under such circumstances, no order can be passed. The petitioner shall file a representation before the concerned authority of the CESC Limited, clearly mentioning the details of the premises in respect of which he wants the electrical connection. Such representation will be made within a period of two weeks from date.

The District Engineer, Howrah Regional Office, CESC shall dispose of such representation upon hearing the petitioner as also the respondent nos.5 and 6. A reasoned

order will be passed and if the petitioner is found entitled to a new connection, such decision shall be reflected in the reasoned order and steps shall be taken to supply connection to the petitioner, upon compliance of all formalities. Accordingly, the writ petition is disposed of. However, there will be no order as to costs.
