Affidavit of service filed in Court today is taken on record. The matter appears to have a checkered history as stated in the petition. This is the third round of litigation between the petitioner and his employer, The Calcutta State Transport Corporation ("in short CSTC"). In the previous writ petitions the issue involved herein, however, never fell for consideration. In this writ petition, the petitioner says that he has continuously served CSTC for about 30 years or more. The petitioner, therefor, is entitled to career advancement under the "Career Advancement Scheme" of CSTC.

The petitioner has made a representation before CSTC for granting him the carrier advancement. It appears that this representation dated 4th August, 2021 has not yet been disposed of.

In the aforesaid facts and circumstances, I think justice will be subserved if I direct the respondent no.3 to dispose of the petitioner's representation dated 4th August, 2021 within a period of eight weeks from the date after affording the petitioner a reasonable opportunity of hearing following the prevailing Covid19 protocol and dispose of the same by a reasoned order. The reasoned order to be communicated to the petitioner within ten days from the date of passing of this order. Nothing further remains to be adjudicated in this writ petition. Since I have not called for any affidavits, allegations made in the writ petition are deemed to have not been admitted by the respondents.
