The petitioner claims that he has been serving as a 'Guest Lecturer' at Egra Sarada Shashi Bhusan College, Purba Medinipur. The petitioner seeks benefits of a Government circular dated December 23, 2019, vide Memo No. 2018-Edn.(CS)/10M-83/2019 whereby certain service benefits have been conferred upon the guest lecturers of the Colleges under the State.

It has been submitted by Mr. Rajat Dutta, learned Advocate for the State respondents that the name of the petitioner was never forwarded to the Director of Public Instruction by the College for conferring the benefits of the said circular. At the first instance, the College forwards the name to the Director of Public Instruction, who in turn, takes a decision whether such benefit can be extended to the teacher concerned.

In the above facts and circumstances of the case, I dispose of the writ petition with a direction upon the respondent nos. 4 and 5 to take a decision with regard to the

extension of benefits of the said circular in favour of the petitioner. If the College authorities finds the petitioner to be fit for such benefits, they will forward the name of the petitioner within a month from the date of this order. If the petitioner is not found to be fit, the College will pass a reasoned order and communicate the same to the petitioner within a period of one month from the date of this order. With the aforesaid directions, W.P.A. 17358 of 2022 is disposed of.

There will be no order as to costs.
