Mr. Bhaskar Nandi ..for the petitioner Mr. Pantu Deb Roy, AGP Mr. Pannalal Bandopadhyay ..for the State The petitioner submits that, by a meeting held on 29th November, 2019, the State Transport Authority, West Bengal, approved the transfer of the permit of a bus bearing registration no. WB 41D/9089 from its erstwhile owner to the petitioner.
It is the grievance of the petitioner that the permit of the said vehicle remained valid until 4th March, 2025. It appears that the Regional Transport Officer incorporated the petitioner's name in the registration certificate of the vehicle on 17th January, 2025. However, the petitioner's name was not incorporated in Part-A and Part-B of the permit. In these circumstances, the petitioner submitted an application before the Secretary, State Transport Authority (respondent no. 4), seeking renewal and incorporation of his name in Part-A and
Part-B of the permit. Learned counsel for the petitioner submits that despite such representation, no steps have been taken by the authority.
In view of the above, I do not find any justification to keep this writ petition pending. Accordingly, the writ petition is disposed of with a direction upon the Secretary, State Transport Authority, respondent no. 4, to consider the petitioner's representation dated 4th February, 2025, appearing at page 28 of the writ petition, strictly in accordance with law, within six weeks from the date of communication of this order.
The petitioner shall be afforded an opportunity of hearing, and a reasoned order shall be communicated to the petitioner immediately thereafter. Accordingly, WPA 16740 of 2025 is disposed of. Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings.
