The State raised an objection regarding organisation of the event on a public road. The State as well as the Corporation was asked to take instruction whether an alternative location can be provided to the petitioner for organizing the event.

The Corporation submits that the community hall, run by it, has already been booked on the scheduled date. The State also could not suggest any other suitable venue for the petitioner.

Learned advocate appearing for the petitioner has drawn attention of this court that a Co-ordinate Bench of this Court on earlier occasion allowed to organise "Hanuman Jayanti" for two days at the same location.

Learned advocate appearing for the petitioner has further drawn attention of this Court to an e-mail dated July 10, 2024, whereby the officer in charge of Bansdroni Police Station expressed support for the event, subject to receiving a "No Objection" from Kolkata Municipal Corporation.

I am of the view that since the petitioner could not be provided with a proper venue to organise the Blood Donation Camp, he should be permitted to hold the camp at the location, as prayed for in this writ petition. Accordingly, I permit the petitioner to organise the Blood Donation Camp at the aforesaid location on July 14, 2024, from 9 a.m. to 4 p.m.

The petitioner shall ensure that the traffic movement in the locality is not hampered and that residents are not inconvenienced in any manner.

The officer-in-charge, Bansdroni Police Station and Kolkata Municipal Corporation shall render necessary help to organise the event.

Accordingly, WPA 17751 of 2024 is disposed of. Urgent certified website copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
