The petitioner's grievance is that the petitioner could not collect sufficient money to comply with the requirement expressed by the CESC Limited in an offer, to pay due charges for getting a new electricity connection.

It is submitted by learned counsel appearing for the petitioner that the petitioner has now been able to collect sufficient money and is willing to take the new connection.

Learned counsel appearing for the CESC Limited files a report and submits that, as indicated in the Offer Letter issued by the CESC Limited (Annexure-P4 at page20 of the writ petition), the offer given by the CESC Limited expired after ninety days from the date of the letter, that is, from July 5, 2019.

As such, a new Offer Letter has to be issued by the CESC Limited.

Learned counsel for the CESC Limited contends that the CESC Limited has no difficulty otherwise in giving such connection to the petitioner, subject to the petitioner complying with all formalities and making required payments.

It is also required by the CESC Limited that the petitioner completes the construction of his separate electricity meter shed prior to getting such electricity connection.

WPA 17494 of 2022 is, thus, disposed of by granting liberty to the petitioner to apply afresh for a new electricity service connection.

Thereafter, the CESC Limited shall raise a current Offer Letter, upon which the petitioner shall comply with the requirements of the CESC Limited and all formalities including making payments.

Upon such compliance of all formalities, including the completion of construction of meter shed and payment of all charges, the CESC Limited shall give such new connection to the petitioner as expeditiously as possible, preferably within three weeks from the date of compliance of all formalities by the petitioner. There will be no order as to costs.

Urgent photostat copies of this order, if applied for, be given to the parties upon compliance of all requisite formalities.
