The petitioners allege illegal and unauthorized construction at the behest of the private respondents. Allegation is that construction is being made in such a manner that the ingress and egress of the petitioners to their plot of land has been blocked.

It appears from the averments made in the writ petition and the documents annexed thereto that blockage/obstruction of ingress and egress to their plot of land is the only allegation made by the petitioners. The Court is of the opinion that for the purpose of removal of the obstruction caused in the free ingress and egress of the petitioners' land, the Pradhan will not be the appropriate authority to decide the issue. It will be open for the petitioners to approach the appropriate civil forum for remedy.

The writ petition stands disposed of.
