WPA 17623 of 2022 is disposed of with a direction on the respondent No. 3 being the SDO, Kharagpur, to dispose of the application within three weeks from today. Needless to say, a copy of the order shall be made available to all the parties without any further delay. The concerned respondents shall also hear all the parties before passing any order.

It is made clear that the Court has not gone into the merits of the case.
