Learned counsel appearing for the petitioner submits that the Headmaster of Margram, High Madrasah (H.S.), Village and Post Office - Margram, District-Birbhum has withheld all the document as required by the District Inspector of Schools (SE), Birbhum being the respondent no.3 as well as the approval, salary and other benefits to be received by the petitioner are denied by the State authorities.

Learned counsel appearing for the respondent no.3 submits that the School Authority submitted papers for approval of appointment of the petitioner on 02.02.2023 to the office of the undersigned without complete documents and

1) Although the Madrasah Authority has submitted the Last Pay Certificate of the petitioner of December-2016(On the basis of previous ROPA i.e. ROPA-2009) but that should not be considered as this is not updated with Pay Certificate (On the basis of current ROPA ie. ROPA-2019).

2) The salary of the petitioner was stopped in her previous Madrasah due to her long absence and as her profile has not been transferred yet to Margram High Madrasah, her salary could not be disbursed.

The District Inspector of Schools (SE), Birbhum asked the Headmaster of Margram High Madrasah to submit the updated Last Pay Certificate and Leave Sanctioning Order of the competent authority in favour of the petitioner Vide No.179/LS dated 30.07.2025. Again a reminder letter Vide Memo No.212/LS dated 09.09.2025 send to the concerned Headmaster but till date no documents has been submitted by the madrasah authority to this office.

Immediately after receipt the requisite papers from the Madrasah Authority the approval of appointment will be accorded and after transfer of profile of the petitioner, the salary and other allowances will be released in accordance with law. Heard learned counsel for the parties.

As the learned counsel for the State has fairly submits that only due to non-receipts of the relevant documents, the State could not release approval, salary and other benefits to the petitioner, Headmaster of Margram, High Madrasah (H.S.) being the respondent no.7 is directed to submit all relevant and requisite documents to the District Inspector of Schools (S.E.) within a period of four weeks from date and the District Inspector of Schools (S.E.) shall take all necessary steps so as to the petitioner's salary and arrear salary be released from February, 2022.

With the above observation the writ petition being WPA 17084 of 2025 is accordingly disposed of.

There will be no order as to costs.
