Learned counsel for the respondent authorities is present.

The competent appellate authority is requested to pass a reasoned order in the appeal preferred by the writ petitioner way back in 1999. Before passing a reasoned order the competent appellate authority will give an opportunity of hearing to the petitioner. The petitioner shall place all the relevant documents before the competent appellate authority and the competent appellate authority will consider the same before coming to a conclusion.

This exercise must be completed within four months from date.

Learned advocate on record of the petitioner is requested to serve a copy of this order to the competent appellate authority within seven days from today. Writ petition is disposed of.
