Learned counsel for the petitioner contends that the petitioner requested for disconnection of his electricity supply since the petitioner no longer required the same long back, upon clearance of all outstanding dues at that point of time and payment of disconnection charges. However, subsequently the petitioner, who is a retired person, has sought electricity connection again at his premises.

However, the WBSEDCL having not given such connection, the petitioner has made a representation before the RGRO (Regional Grievance Redressal Officer), WBSEDCL, Krishnanagar, Nadia.

Learned counsel appearing for the WBSEDCL submits that the WBSEDCL has raised electricity bill since the meter at the premises of the petitioner has shown electricity having been consumed in the meantime.

The petitioner challenges such reading of the meter, which is explicit from the representation itself. Since the RGRO is the appropriate authority in law to decide disputes in that regard, there is no scope for the writ court to interfere at this moment.

Accordingly, WPA 17720 of 2022 is disposed of by directing the RGRO, WBSEDCL, Krishnanagar at Nadia to dispose of the representation of the petitioner (AnnexureP3 at page-19 of the present writ petition) and to decide the dispute raised between the petitioner and the WBSEDCL upon giving adequate hearing to all concern and in accordance with law, as expeditiously as possible, preferably within six weeks from this date.

There will be no order as to costs.

Urgent photostat copies of this order, if applied for, be given to the parties upon compliance of all requisite formalities.
