1. The petitioner has come forward with this public interest litigation alleging that the private respondents 7 to 10 have put up illegal construction and they have blocked the windows and ventilators of the ICDS centre, which was constructed in the land donated by the people of the village for the benefit of the children of the village and the pregnant women.

2. The photograph at page-33 prima facie, shows that two windows and three ventilators have been completely blocked and if that is so, then it is obviously, an illegal construction.

3. Accordingly, we direct the District Magistrate, Hooghly, 2nd respondent to depute one of his officers to conduct a surprise inspection of the area and if it is found that illegal construction has been put up, action be initiated in accordance with law after notice to all concerned.

4. Let this direction be complied with within a period of eight weeks from the date of receipt of server copy of this order.

5. With the aforesaid directions, the writ petition is disposed of.

6. No costs.

7. Urgent photostat certified copy of this order, if applied for, be furnished to the parties expeditiously upon compliance of all legal formalities.
