Mr. Biswas, learned counsel appears on behalf of the State respondents and challenges the maintainability of the writ petition.

This court finds that the appropriate Tribunal under the Administrative Tribunals Act, 1985 is the court at first instance.

Accordingly, WPA 17429 of 2023 is dismissed with liberty to the petitioner to take appropriate steps, if so advised, on the self same cause of action. It is made clear that this court has not gone into the merit of this case.
