Belur Police Station has filed a second report. It appears from the said report that the officials have visited Pune and have examined Tushar Vhittal Jambulkar but in vain and the whereabouts of the missing boy, namely, Navdeep Singh Chahal @ Prince could not be ascertained.

This Court is surprised as to why the Belur Police Station has not taken out a warrant of arrest against the absconding Mridul Sharma, who was a close friend of the missing person. There are other allegations against Mridul Sharma, whose complicity in the alleged crime cannot be ruled out.

It is directed that a proceeding for enforcement of attendance of Mridul Sharma shall be initiated immediately.

Having regard to the facts and circumstances of the case, this Court is of the view that the

investigation is best transferred to the Criminal Investigation Department, West Bengal.

Belur Police Station shall transfer all records, case diary and evidence in the matter along with any other report to the Criminal Investigation Department, West Bengal, who shall take over the investigation of the case.

Belur Police Station shall also co-operate with the Criminal Investigation Department, West Bengal in course further investigation.

It is further ordered that investigation by the Criminal Investigation Department, West Bengal is completed within a period of four months from date and all efforts were made to trace out the missing boy, namely, Navdeep Singh Chahal @ Prince.

With the aforesaid directions, the instant writ petition shall stand disposed of.

The instructions of the Officer-in-charge, Belur Police Station, Howrah Police Commissionerate dated 23rd November, 2022 addressed to the Government Pleader, High Court, Calcutta be taken on record. There will be no order as to costs.
