No.17 attend counselling as the date when his counselling was fixed i.e. 11.08.2019, he could not attend it due to his personal difficulty.

He made one representation for granting him further opportunity, as he could not attend on 11.08.2019. This representation was made nearly four months after the said date of counselling.

The date of the representation is 02.05.2019.

The person who aspires to be a teacher once given an opportunity in the month of January for counselling and after he failed to attend the counselling made the representation after four months. There was no explanation why this representation is delayed by nearly four months. Learned advocate for the School Service Commission has referred to Schedule V of the West

Bengal Central School Service Commission (Selection for Appointment to the Posts of Teachers for Upper Primary Level Schools) Rules, 2016 and specially Paragraph 8 thereof wherein it is clearly stated that absentee candidates shall not be called for any second counselling.

Therefore, I do not find any merit in this case and the writ application is dismissed.
