The last order dated April 19, 2024 speaks for itself.

In view of the circumstance mentioned in the order dated April 19, 2024, the order passed in open Court on April 18, 2024 was not signed by me but the unsigned copy is still lying in the file. So the writ petition was really not disposed of on April 18, 2024 though erroneously it was mentioned in the order dated April 19, 2024 that, the writ petition was disposed of. Today the writ petition is once again taken up for final consideration by consent of the parties when the parties have submitted to address their respective issues before this Court.

Both the learned counsel appearing for the parties have submitted their respective arguments. Mr. Ratul Biswas, learned State counsel seeks to rely upon certain Government notifications and memoranda which are not on record.

After hearing the submissions of Mr. Biswas it appears to this Court that the submissions must come with the supporting relevant documents on affidavit. Accordingly, the respondent no.3 shall file a report in the form of affidavit disclosing its stand with the supporting Government Orders and memoranda and/or other relevant documents on or before May 21, 2024. The writ petition shall appear under the heading "For Orders" on May 22, 2024.
