Based on the report of the PWD, appropriate action under the West Bengal Highways Act, 1962, may be initiated by the respondent no. 4. The petitioner is at liberty to take steps in that direction, and in that regard, if necessary.

With the aforesaid observations, the writ petition is disposed of.

There will be no order as to costs.
