Admittedly, an application for anticipatory bail has been filed for the second time. On 14.11.2024 the prayer for the present petitioner for anticipatory bail was turned down by the Division Bench in CRM (A) 3920 of 2024.

The petitioner's contention that charge sheet has been submitted is not a material or substantial change in circumstance as it is a natural outcome in a criminal proceeding. Therefore, I do not find any substantial change in circumstance for entertaining second application for anticipatory bail.

As such, the present application is dismissed as not maintainable.
