The writ application has been preferred praying for expeditious disposal of the certificate proceedings arising out of Gratuity Case No. G36/2021 pending before the Certificate Officer, Howrah.

It appears from the materials on record that the Controlling Authority decided the matter of gratuity in favour of the writ petitioner on 02.05.2024 and the Certificate was issued on 02.12.2024.

The Certificate Officer issued a notice to the respondent company

on 08.04.2025, the second notice issued on 22.05.2025 and the third hearing notice was issued on 11.6.2025.

It appears that the Certificate Officer instead of proceeding in accordance with law went on fixing one date after another for hearing, thus delaying the proceedings.

Considering the said facts and on hearing the parties, the writ petition is disposed of with the direction that the Certificate Officer, Howrah shall make all endeavour to dispose of the certificate proceedings within four months from the date of communication of this order.

Let a copy of this order be sent to the District Magistrar, Howrah to ensure that the proceedings are concluded as directed.
