In view of the judgement of the Division Bench passed in MAT 1917 of 2019 dated 28.05.2021, I set aside the order passed by the Principal Secretary of the Government of West Bengal, School Education Department dated 06.02.2019. I send it back after such setting aside to the Principal Secretary to decide the matter afresh after hearing the petitioner and after considering the judgement passed by the Division Bench in MAT 1917 of 2019. Such fresh decision is to be taken by the Principal Secretary by two months from the date of communication of this order.

With the observation and direction this writ application is disposed of.
