The petitioner appears to be an enlightened citizen of a locality which is within the Sridharnagar Gram Panchayat. The petitioner is aggrieved because the local people are not getting jobs under the MGNREGA Scheme. According to the petitioner the MGNREGA Scheme is not being implemented in accordance with the procedure prescribed by the Central Government. The representation of the petitioner indicates that the petitioner is aggrieved because the panchayat authorities are using machines for various works, although the said work can be allotted under the MGNREGA Scheme.
The court does not find any reason to interfere as it is not for the petitioner to dictate how the work will be achieved by the panchayat authorities. There is no allegation of any corruption or mal practice.
The only allegation is that the local villagers may be engaged under the MGNREGA Scheme to do the works, which the panchayat authorities are getting done mechanically. The petitioner is neither a job card holder nor a member of the said gram panchayat.
Neither any legal right nor any statutory right of the petitioner has been violated and, as such, a mandamus cannot be issued as prayed for by the petitioner in this writ petition.
The writ petition is, thus, disposed of. There shall be no order as to costs.
