By this public interest writ petition, the petitioner seeks to challenge the appointment of the private respondent as the Chief Administrative Officer of the West Bengal State Council of Technical and Vocational Education and Skill Development solely on the ground that the notification issued by the order of the Governor dated 23rd February, 2021 does not contain any notification number nor there is any mention about any approval granted by the Government of West Bengal. In this regard, the learned advocate appearing for the petitioner would draw the attention of this Court to an earlier notification issued by the

Government of West Bengal dated 1st February, 2019.

In our considered view, the grounds on which the petitioner seeks to challenge the notification dated 23rd February, 2021 issued by order of the Governor of the West Bengal is premature and the petitioner has not even approached the authorities nor secured any information before filing this writ petition as a public interest litigation.

This Court is not here to collect information for the petitioner to substantiate his challenge to the impugned proceedings.

Therefore, at this juncture, the writ petition cannot be entertained, as it is premature. Accordingly, the writ petition is dismissed.
