The petitioner is teaching staff member of Cooch Behar Panchanan Barma University, Cooch Behar. He made a representation before the Registrar of the said university seeking a "No Objection Certificate" for joining Banaras Hindu University, Uttar Pradesh. Mr.

Amitava Chaudhuri, learned advocate appearing on behalf of the University submits that the Vice-Chancellor of the University is the competent authority to give the "No Objection Certificate" and as on date there is no Vice-Chancellor functioning at the University.

In the above facts, I authorised the Registrar of the University to consider the prayer of the petitioner for his "No Objection Certificate."

If the petitioner is entitled to obtain the "No Objection Certificate" from the University in accordance with law, the Registrar shall grant him the "No Objection Certificate" within a period of two weeks from the date of communication of this order. If a regular Vice-Chancellor joins the University in the meantime, the decision shall be taken with his approval. Accordingly, WPA 18186 of 2023 is disposed of. Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
