The petitioner, State and National Highways Authority of India (NHAI) are represented through their respective learned Counsel.

Ms. Manika Roy, learned Counsel for NHAI, has entered appearance and submits that she ordinarily appears for NHAI but in the instant petition filed in the nature of a Public Interest Litigation (PIL), NHAI has not been impleaded as a party-respondent.

Learned Counsel for the petitioner submits that the petitioner has already preferred a representation dated July 21, 2025, which is pending consideration before the respondent no.5 and the said Authority may be directed to decide it in accordance with law expeditiously.

Mr. De, learned Additional Government Pleader, has no objection to this innocuous prayer.

Accordingly, this PIL is disposed of with the following directions:- (i) The petitioner shall re-submit his aforesaid representation dated July 21, 2025 along with a copy of this order before the respondent no.5 within 15 days from today.

(ii) In turn, the respondent no. 5 shall consider and decide the said representation in accordance with law by passing a reasoned and informed decision after affording opportunity of hearing to the necessary parties expeditiously and preferably within 60 days from receipt of such representation.

It is made clear that this Court has not expressed any opinion on the merits of the case. 7.
