Learned counsel for the WBSEDCL, however, hands over a copy of the communication dated June 4, 2021 addressed to the petitioner, which is kept on record, which indicates that the service connection at the premises of the petitioner could not be provided for the following two reasons:

(1) Way leave permission as per Format-A not obtained;

(2) Splitting of load against Meter no.

Learned counsel for the Distribution Company further submits that one of the sons of the petitioner is already enjoying an electric connection from the existing meter.

Learned counsel for the petitioner controverts the allegations of the Distribution Company on facts. Be that as it may, since a dispute has arisen as to the alleged splitting of load in case the new connection is given, the matter ought to be relegated to the appropriate authority.

Accordingly, WPA No.19480 of 2021 is dismissed as not maintainable, with liberty to the petitioner to approach the competent Grievance Redressal Officer (GRO) with the same issues as agitated in the present writ petition.

If so approached, the GRO shall expedite the decision on such application of the petitioner. There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
