1. Affidavit of service is taken on record.

2. The petitioner has preferred the present writ petition, seeking repair of the damaged ferrule for free flow of water from the municipal water supply line to his property.

3. Petitioner submits that the petitioner is the joint owner of the property situated at 30/3, Sailen Dhar Road, PS-Liluah, District-Howrah, Pin711204.

4. The petitioner alleges that due to damage of the ferrule he is unable to get water to his property. He also submits that he had already made a representation dated 19.6.2024 to the concerned respondent authority. However, no substantive action has been taken by the respondent authority to redress the grievance of the petitioner. He further clarified that the said representation has inadvertently mentioned the grant of water connection though the petitioner is not seeking a separate water connection to his premises. The prayer of the petitioner is solely confined to the repair of the damaged ferrule which allowed free flow of water from the municipal water supply to the petitioner's property.

5. The petitioner submits through learned Counsel that he will make a fresh and corrected representation before the competent municipal authority within a period of one week from date.

6. Learned counsel for the Bally Municipality fairly submits that the authority shall decide the petitioner's representation in a time bound manner preferably within a period of four weeks.

7. In view of the said statement, learned counsel for the petitioner submits that his client shall be satisfied if his representation is decided within the stipulated time-frame.

8. In view of the submission advanced by both parties and the assurance extended by the respondent-municipality, this Court disposes of the present writ petition with the following directions:

 The petitioner shall submit a fresh representation, clearly elaborating the relief sought before the appropriate authority of Bally Municipality within a period of 1 week from date of this order.

 Upon receipt of such representation, the respondent-Bally Municipality shall consider and dispose of the same within a period of 4 weeks, after affording an opportunity of personal hearing to the petitioner as well as all interested parties by way of a speaking order.

9. With the above directions, the present writ petition is disposed of.
