Learned counsel for the petitioner contends that the petitioner has a grievance regarding an allegedly abnormal electricity bill raised by the West Bengal State Electricity Distribution Company Limited (in short 'WBSEDCL') It is rightly pointed out by learned counsel for the WBSEDCL that such matters are to be decided by a Grievance Redressal Officer (GRO) within the purview of the extant Regulations.

Accordingly, WPA 19501 of 2021 is disposed of by granting the petitioner liberty to approach the concerned GRO on the same dispute as raised in the present writ petition.

If so approached, the GRO shall decide the dispute upon giving an opportunity of hearing to all the

interested parties as expeditiously as possible, preferably within four weeks from the date of reference. For the ends of justice, the WBSEDCL is restrained from disconnecting the electric supply of the petitioner prior to January 25, 2022, subject to any order, which may be passed, in the meantime by the GRO, if approached.

It is made clear that the said relief is granted, keeping in view the abysmal financial condition of the petitioner, who is a cultivator during the present Boro season.

There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
