The appropriate Tribunal under the Administrative Tribunals Act, 1985 is the Court at first instance to adjudicate the grievance of the writ petitioner. In such view of the matter, W.P.A. 18494 of 2023 is dismissed as withdrawn.

This Court makes it clear that it has not gone into the merits of the writ petition.

Parties will be at liberty to approach the appropriate Forum, if so advised.

Since no affidavits have been directed to be exchanged in the present writ petition, all the allegations contained in the petition are deemed not to have been admitted by the parties.
