The District Magistrate, 24-Parganas (South) being the Chairman of the Local Library Authority of the District, had published notice dated May 29, 2023 inviting applications from eligible candidates for appointment in the post of 'Librarian of the Rural Libraries' of the District.

In response to the said advertisement, the petitioner had applied under the unreserved exempted category.

The score of the petitioner in the computer test of the said selection process was 1(one) whereas the cut off marks was 2(two), as such he was disqualified for the post he had applied for. The learned advocate for the petitioner submits that fixing 2 as the cut off marks for the computer test for every category of candidates is not justified, according to him, the cut-off-marks for the exempted category candidate should have been less than 2.

Ms. Tapati Samanta, learned advocate for the District Library Officer submits that the petitioner

since had failed to qualify in the said test, is not entitled to get the appointment.

Heard learned advocates for the parties, perused the materials-on-record.

The petitioner, before participation, was aware of the eligibility criteria of the said selection Test, after being unsuccessful; it is not open to him to question the said eligibility criteria.

The writ petition, therefore, is devoid of any merit, W.P.A 18710 of 2025 is thus dismissed without any order as to costs.
