The petitioner made a representation before the concerned Grievance Redressal Officer, Paschim Medinipur Region, seeking shifting of an electric cable allegedly running over the premises in her occupation. Thereafter, the petitioner approached the Ombudsman alleging inaction on the part of the Grievance Redressal Officer.

It appears that the Ombudsman fixed the matter for hearing on November 13, 2025.

It further appears that before the Ombudsman, WBSEDCL raised the question of locus standi of the petitioner, contending that the petitioner is not a customer of WBSEDCL.

I do not find any justification in such a stand, inasmuch as the petitioner's grievance pertains to an electricity cable laid over her premises.

Such grievance requires redressal, irrespective of whether the petitioner is a consumer of WBSEDCL or not.

In view of the above, the writ petition is disposed of with a direction upon the Ombudsman to consider the prayer of the petitioner on merit for shifting the electric line in question, after giving an opportunity of hearing to all concerned, within a period of three months from the date of communication of this order.

Accordingly, WPA 18690 of 2025 stands disposed of.
