The petitioner No. 2, Rabia Khatun is the leader of the Self-help Group and the petitioner No. 3, Runa Laila is the Cashier of the said Self-help Group. The petitioners' Self-help Group was formed on 18th August, 2008. They are maintaining the proper bank account and other documents which empowered them to approach the concerned Authorities to seek placement of the Self-help Group for preparation of mid-day meal in an educational Institution.

The petitioners have taken loan from bank and they are financially sound to carry out the object of Self-help Group. Petitioners approached the respondent Authorities for selecting their Self-help Group for the purpose of preparation of mid-day meal for the educational Institution namely, Kantirpa N.K. Senior Madrasah, Uttar Dinajpur. But, at their astonishment, they found that the Authority concerned selected the private respondent No. 7, namely, Kanurpa SGSY Mahila Dal for preparation of mid-day meal in the aforesaid Madrasah. The Self-help Group of the petitioners has been given three Grade passed SHG subject whereas private respondent No. 7, Kanurpa SGSY Mahila Dal has been given first Grade passed SHG subject. The petitioners are more financially sound than the private respondent No. 7 for preparation of mid-meal in the said

educational institution.

Ventilating their grievances, the petitioners approached the respondent Authorities by making representations seeking relief so that they might be engaged for preparation of mid-day meal for the said Madrasah, but to no effect.

Learned Counsel appearing for the petitioners submits that the petitioners' Self-help Group by making representations dated 9th August, 2018 made appeal to the District Magistrate, Uttar Dinajpur as well as Block Development Officer, Karandighi Block to engage it for preparation of mid-day meal in the Madrasah, but, to no effect.

I have heard learned Counsel appearing for the State respondents.

Having heard learned counsels appearing for the respective parties and on consideration of the documents annexed to this writ petition, I feel that the writ petition may be disposed of by passing the following order. The respondent No. 3, the District Magistrate, Uttar Dinajpur is directed to consider and dispose of the representation dated 9th August, 2018 of the petitioners by passing a reasoned order after giving an opportunity of hearing to the petitioners or their representative and other interested persons, if any, within six weeks from the date of communication of this order.

Once the order is passed, the respondent No. 3 shall communicate the order to the petitioners within seven days from the date of passing the order.

With the aforesaid directions the writ petition is disposed of.

Since, no affidavit-in-opposition has been invited the allegations made in the writ petition are deemed to have not been admitted by the respondents.

There will be no order as to costs.
