He rendered his service for nine years and six months.

Hence, I direct the Commissioner of School Education to consider the matter after giving an opportunity of hearing to the petitioner by eight weeks from the date of communication of this order whether the short period of the qualifying service can be condoned or not. A reasoned order is to be passed in this matter and communication is to be made to the petitioner from the office of the Commissioner of School Education by two weeks from the date of hearing of the matter.

With the above observation and direction, this writ application is disposed of.
