1. The petitioner participated in the recruitment process for appointment of notary. He was called to appear for a hearing on 28th March, 2024 with all required original documents for verification.

2. By a communication dated 19th June, 2024, the petitioner was directed to deposit a sum of rupees two thousand as fees for issuance of Certificate of Practice through GRIPS within thirty days and furnish the challan before the department.

3. The petitioner deposited the money on 26th June, 2024 and submitted the challan before the authority but till date Certificate of Practice has not been issued and no communication has been made from the end of the authority to the petitioner.

4. The representation made by the petitioner seeking issuance of the Certificate of Practice is pending consideration.

5. Learned advocate representing the State respondents relies on the instruction forwarded by the Principal Secretary, Law Department signed on 9th September, 2025 which mentions that certain discrepancies were noted in the documents submitted by the petitioner.

6. On 8th September, 2025 the authority has expressed the decision that due to the discrepancies, the appointment of petitioner as notary be rejected on certain grounds. The formal order of rejection is yet to be communicated to the petitioner.

7. The Principal Secretary, Law Department is directed to immediately forward to the petitioner a formal communication intimating the fate of his application.

8. The writ petition stands disposed of.

9. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities.
