The allegation of the petitioners that the panchayat authorities did not follow the procedure by not holding an etender, is neither substantiated nor available from the records. It also does not appear that any of the works involved financial implication of Rs.5,00,000/- or more. Thus, such allegation is not accepted. Moreover, the tender process relates to June 24, 2021. It is not known to the Court whether the work orders had been issued and the work had been completed or not. The contentions of the petitioner also does not survive due to lapse of time.

The petitioners have made omnibus allegations that the selected candidates did not have the eligibility to participate in the tender process. There are no specific allegations against any of the candidates. Such vague and omnibus allegations cannot be accepted.

Thus, if the petitioners approach the Block Development Officer, Nabagram Development Block with specific allegations, indicating the exact nature of disqualification of the successful bidders, in that event, such

representation shall be disposed of in accordance with law, upon hearing all concerned, including the successful bidders and by passing a reasoned order. The order shall be communicated to all. The entire exercise shall be completed within four months from date of receipt of the petitioners' application.

Accordingly, the writ petition is disposed of. However, there will be no order as to costs.

All the parties are directed to act on the basis of the server copy of this order.
