The petitioner's grievance is that the bills raised by him in respect of the articles supplied to the Municipality, pursuant to the tender floated by the Municipality, has not been cleared.

The petitioner made a formal representation before the Municipality by letter dated 21st August, 2019 mentioning the details of the outstanding dues. The petitioner complains that the said representation has not been considered by the Municipality till date. As none appears on behalf of the Municipality the Court is not in a position to decide the issue finally. The writ petition is accordingly disposed of by directing the concerned authority of the Garulia

Municipality to take necessary steps for consideration of the representation filed by the petitioner on 21st August, 2019, strictly in accordance with law, at the earliest, but positively within a period of twelve weeks from the date of communication of a copy of this order. The Municipality shall afford an opportunity of hearing to the petitioner to place relevant documents in support of his claim. The Municipality shall pass a reasoned order and communicate the same to the petitioner, immediately thereafter. The petitioner is directed to forward a copy of the representation dated 21st August, along with supporting documents at the time of communicating the order of the Court.

WPA 18063 of 2019 stands disposed of.

Urgent photostat certified copy of this order, if applied for, be given to the parties on completion of usual formalities.
